Technical Assistance Missions

 

June 23 – July 3: Monetary and Foreign Exchange Operations

   

 

Giorgi Barbakadze, CDOT Monetary and FX Operations Advisor, conducted technical assistance (TA) to the Bank of the Lao P.D.R (BOL) to enhance monetary operations framework. The BOL achieved a significant progress in implementing key recommendations from previous TA missions. The mission also identified next steps to further improve BOL’s liquidity management.
       

June 16 – 20: Training Workshop on Leveraging Reform through the Chart of Accounts and Treasury Single Account

   

 

Sha Wen, CDOT Regional Treasury Advisor, and Laura Doherty, CDOT Public Financial Management Advisor, conducted the one-week training Workshop on Leveraging Reform through the Chart of Accounts and Treasury Single Account in Vientiane, Lao P.D.R. The workshop was a follow-up to the technical assistance (TA) mission on the new Chart of Accounts (CoA) conducted in January 2025. It aimed to provide further support for the implementation of the CoA in budget preparation and fiscal accounting. There were 37 participants from various authorities of the Lao P.D.R., including State Budget Department (SBD), National Treasury Department (NTD), and Accounting Regulation Department (ARD) of the Ministry of Finance (MoF).
       

June 9 – 17: Forecasting and Policy Analysis Systems (FPAS)

   

 

David Corvino, CDOT Macroeconomic Advisor, and IMF team conducted the sixth in-person mission in the first phase of FPAS Technical Assistance to the Bank of Lao P.D.R. (BOL). The mission provided technical assistance and training to support the BOL’s core group (CG) to draft an initial version of the operating manual for the projection tools and designed the forecast calendar. The mission team also supported the BOL CG in refining the models, designing scenarios, and interpreting the outputs.
       

May 7 – 14: Macroeconomic Frameworks

   

 

David Corvino, CDOT Macroeconomic Advisor, and IMF team conducted the fifth mission of the Macroeconomic Frameworks Technical Assistance (TA) Project to support the Core Macroeconomic Group (CMG) of the Lao P.D.R. authorities from various economic agencies. The mission supported CMG to update the macroeconomic database as well as analyze drivers of inflation and impact from the global trade tensions in Lao P.D.R.
       

March 31 – April 4, 2025: External Sector Statistics

   

 

Renato Pérez, CDOT External Sector Statistics Advisor, provided technical assistance (TA) to the Bank of Lao P.D.R. (BOL). The mission focused on enhancing External Sector Statistics (ESS) by engaging with authorities on several topics, including remittances, travel services, construction services, direct investment (DI) compilation, and building consensus to establish the ESS Enhancement and the Trade of Goods Statistics Working Groups.
       

March 17 – 21: Course on Capital Flow Management and Liberalization

   

 

CDOT and IMF’s Monetary and Capital Markets Department organized the interactive course on Capital Flow Management and Liberalization in Vang Vieng, Lao P.D.R. The course was jointly funded by Asian Development Bank (ADB). The topics covered Liberalization and Management of Capital Flows, Macroprudential Policy Measures (MPMs), Exchange Restrictions (ERs) and Multiple Currency Practice (MCP), and reflects the recent review of the Fund’s IV and MCP policy, and on developing a market-based reference exchange rate, along with the Cambodian country case. There were 15 participants from the Bank of Lao P.D.R.
       

March 4 – 14: Forecasting and Policy Analysis Systems (FPAS)

   

 

David Corvino, CDOT Macroeconomic Advisor, and IMF team conducted the fifth in-person mission in the first phase of FPAS TA to the Bank of Lao PDR (BOL). The mission provided technical assistance and training to support the BOL’s core group’s macro-economic projections and introduced new nowcasting techniques for quarterly macro indicators. The mission team also supported the BOL core team in refining the macroeconomic diagnostics frameworks, tools and the database.
       

March 4 - 13, 2025: Monetary and FX Operations

Giorgi Barbakadze, CDOT Monetary and FX Operations Advisor, conducted technical assistance (TA) to the Bank of the Lao P.D.R (BOL) to enhance monetary operations framework. The BOL achieved a significant progress in implementing key recommendations from previous TA missions. The mission also identified next steps to further improve BOL’s liquidity management. 
 

January 27 – 31: Public Financial Management - Chart of Accounts

Sha Wen, CDOT Treasury Advisor, conducted a one-week technical assistance (TA) to the State Budget Department of the Lao P.D.R. for implementing the newly approved Chart of Accounts (CoA) for the 2026 budgeting process. The mission finalized the draft manual for the economic segment of the CoA and the cash-based International Public Sector Accounting Standards (IPSAS) reporting templates as well as provided a training to the Accounting Regulatory Department (ARD) and State Budget Department (SBD), on the structure of the CoA’s economic segment and provided guidance on recording transactions of the complementary period and using other CoA segments to control unallocated funds.
 

January 14 – 23: Monetary and FX Operations 

Giorgi Barbakadze, CDOT Monetary and FX Operations Advisor, conducted a one-week technical assistance mission as part of continued engagement with the Bank of the Lao P.D.R. (BOL) to enhance its monetary operations framework and identify next steps to further improve BOL’s liquidity management, especially to respond to a structural liquidity deficit scenarios due to the ongoing Treasury Single Account (TSA) reform.
