Technical Assistance Missions
December 9 – 13: Government Finance and Public Sector Debt Statistics
Deon Tanzer, CDOT Advisor, provided a technical assistance on Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) in Phnom Penh during December 9-13, 2024. The mission worked with the General Department of Policy (GDP) in the MEF and line ministries (LMs) to build capacity and further improve GFS for policy analysis and decision-making. The mission (i) reviewed recent submissions to the IMF STA annual GFS database, (ii) reviewed the Classification of the Functions of Government (COFOG) bridge tables, (iii) developed estimation procedures for government sector consumption of fixed capital (CFC), (iv) initiated reconciling PSDS and International Investment Position (IIP) outcomes, and (v) contributed to a MEF-organized workshop in Sihanoukville on December 12, 2024 on reconciling currency and deposits between the Monetary and Financial Statistics (MFS) and GFS publications. |
October 21 – November 1: External Sector Statistics
Renato Perez, CDOT Advisor, provided a technical assistance to the National Bank of Cambodia (NBC) to enhance the source data and compilation framework for external sector statistics (ESS), specifically focusing on Direct Investment (DI), travel services, and goods trade. The mission engaged with officials from the Council for Development of Cambodia (CDC), the Ministry of Tourism, the General Department of Customs and Excise (GDCE), the General Department of Taxation, and the Director General of Policy at the Ministry of Economy and Finance (MEF), as well as representatives from the Cambodia Tourism Association. |
October 10 – 18: Accounting and Cash Management
Sha Wen and Laura Doherty, CDOT Advisors, held a meeting with key counterparts from the Ministry of Economy and Finance (MEF) and development partners (DPs) to discuss the needs and priorities for capacity development (CD) and collaboration opportunities in treasury management, financial reporting, and digitalization. The meeting concluded the possible areas of technical assistance focusing on accounting, cash management, and the related FMIS functionalities. |
July 10 – August 30: Emergency Liquidity Assistance
At the request of the National Bank of Cambodia (NBC), Giorgi Barbakadze, CDOT Advisor, and the IMF mission from the Monetary and Capital Markets (MCM) Department assisted the authorities in redesigning and operationalizing the NBC’s Emergency Liquidity Assistance (ELA) framework. The mission assessed and provided recommendations on the following ELA components: (i) an ELA framework that supports discretionary lending; (ii) ELA parameters and conditions under which ELA is provided; (iii) a collateral framework which supports illiquid assets haircut calibration; and (iv) operationalization of ELA including internal procedures and simulation exercises. |
July 8 – 12: Public Financial Management
The IMF team assisted the Cambodian authorities in recalibrating the fiscal rules reflecting Cambodia’s recent GDP rebasing and the availability of more data from the post-pandemic period. The mission recommended strengthening fiscal institutional arrangements to support the effective introduction of the fiscal rule framework. In addition, practical recommendations were provided on enhancing the medium-term fiscal framework (MTFF) document as requested by the authorities. The mission also delivered a one-day training workshop on fiscal rule framework. |
