Technical Assistance Missions

 

April 21 – 29: Forecasting and Policy Analysis System (FPAS)

   

 

David Corvino, CDOT Macroeconomic Advisor, led a technical assistance mission to support the Bank of the Lao P.D.R. in advancing its macroeconomic forecasting framework under Phase 2 of the project. The mission focused on providing foundational training on the Quarterly Projection Model, strengthening the Core Group’s understanding of the Forecasting and Policy Analysis System , and reviewing the Bank’s forecasting process to align it with model-based policy analysis.
       

March 25-26: CDOT Monetary and FX Operations

Yury Achkasov, CDOT Monetary and FX Operations Advisor, delivered short technical assistance visits to Lao P.D.R. to support monetary policy implementation and foreign exchange operations. The mission focused on discussing capacity development workplans with the Bank of the Lao P.D.R. (BOL), proposing sequenced activities and reviewing progress and next steps in monetary operations and foreign exchange reforms in Lao P.D.R.
 

March 2–6: CDOT Monetary and FX Operations

   

 

Yury Achkasov, CDOT Monetary and FX Operations Advisor, delivered a technical assistance mission to support the Bank of the Lao P.D.R. in strengthening monetary policy operations and foreign exchange framework. The mission focused on advancing preparations for the overnight lending standing facility, refining monetary operations and liquidity management practices, and supporting the transition toward a market-based foreign exchange reference rate, while providing advice on open market operations and reserve requirement frameworks.
       

September 29, 2025 – January 2026: Chart of Accounts (CoA) Reform

Sha Wen, CDOT Regional Treasury Advisor, conducted a remote technical assistance engagement to support the Lao P.D.R.’s National Treasury Department (NTD) in advancing the implementation of the unified Chart of Accounts (CoA) reform. The engagement focused on operationalizing the new economic segment, including guidance on recording transactions, strengthening the accounting manual, and finalizing explanatory notes. The mission helped establish key institutional arrangements and improved reporting templates and account coding. The authorities demonstrated strong ownership and plan to roll out the economic segment in Q3 2026, while requesting continued IMF support during implementation.
